libdsfmt-2203-1 software package provides dSFMT-2203 pseudorandom number generator (shared library), you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdsfmt-2203-1
libdsfmt-2203-1 is installed in your system.
